Whistleblowing Policy
The Whistleblowing Law, which entered into force on May 1, 2019, grants everyone the right to blow the whistle in the public and private sectors about threats to the public interest observed in the work environment.
Whistleblowing – an opportunity for everyone to promote lawful, honest, open, and transparent operations of an institution by exercising the right to freely express their opinion.
Whistleblower – a natural person who provides information about a possible violation:
- that may harm the public interest,
- if the person considers this information to be true, and
- the information has been obtained while performing work duties or establishing legal relations connected with the performance of work duties.
whistleblower report must contain all three of the above characteristics in order to be recognized as a whistleblower report!
Whistleblowing does not include: reporting only personal grievances, deliberately providing false information, or disclosing information containing state secrets.
Anonymous submissions are not considered whistleblower reports.
A whistleblower may submit a report using the mechanisms specified in Article 4 of the Whistleblowing Law, i.e., through internal or external whistleblowing mechanisms, including contacting the whistleblower contact point – the State Chancellery.
At the Museum of Literature and Music, a whistleblower report may be submitted in the following ways:
- Electronically, using the e-address or via www.latvija.lv;
- Electronically, by sending a whistleblower report signed with a secure electronic signature to the e-mail addresses ilgvars.imsa@rmm.lv or sintija.kvepa@rmm.lv;
- In writing and signed by hand, in one of the following ways:
3.1. by sending via post;
3.2. by delivering by courier;
3.3. by submitting in person at Pulka Street 8, LV-1007, Building D, at the Museum of Literature and Music registry office;
3.4. by placing it in a specially designated locked whistleblower report mailbox labeled “Whistleblower Reports”, located in the corridor of Building D of the museum between rooms 213 and 214.
A whistleblower report can be submitted to the Museum of Literature and Music, to the whistleblower contact point at the State Chancellery, or to any other institution, using the submission options provided by the State Chancellery via the website www.trauksmescelejs.lv, by filling in the whistleblower report form developed by the State Chancellery.
If a person has submitted an application without indicating that it is a whistleblower report, the person may request that the application be recognized as a whistleblower report, provided the application has not yet been substantively reviewed.
If the Museum of Literature and Music establishes that the issue does not fall within its competence, the application is forwarded to the competent authority.
If the issue falls fully or partly within the competence of the Museum, the Museum evaluates whether the submission, drawn up as a whistleblower report, should be recognized as such and makes a decision.
A decision on whether or not to recognize a submission as a whistleblower report is not an administrative act and cannot be contested or appealed.

The State Chancellery has created a website www.trauksmescelejs.lv, which, among other things, contains the contact details of institutions and their designated contact persons for whistleblowing issues, to help individuals determine which institution is competent in a specific case.
The responsibilities of the State Chancellery, as the whistleblower contact point, include:
- providing information on the website about whistleblowing procedures, competent authorities, including contact persons for whistleblowing issues, and protection guarantees;
- providing support and consultations to individuals who wish to blow the whistle, whistleblowers, or their relatives in resolving issues arising due to whistleblowing;
- upon receiving a whistleblower report, identifying the competent authority and forwarding the received report within 10 days, indicating that the whistleblower’s identity must be protected;
- promoting public awareness of whistleblowing;
- providing methodological support in the field of whistleblowing, including developing and publishing on the website guidelines on best practices for establishing internal whistleblowing systems, a whistleblower report form, and guidelines for receiving and reviewing whistleblower reports within competent institutions;
- compiling annual information on whistleblowing and whistleblower protection, including violations revealed as a result of whistleblower reports, and publishing a report on the website.
